Governance & Evaluation Framework

The 7-Stage Innovation Pipeline

Every digital health technology incubated by MEDSEK undergoes rigorous clinical safety, technical architecture, and ethical compliance review before field deployment.

01

Intake & Screening

Health Innovation Secretariat

Automated validation of completeness, alignment with HealthBoat mission, non-duplication check, and tracking code issuance (INNOV-2026-XXXX).

02

Technical Architecture Review

MEDSEK Lead Architects

Codebase review, data pipeline integrity, FHIR/ABDM compatibility check, security vulnerability scanning, and infrastructure cost profiling.

03

Clinical & Ethical Board Review

Medical Review Board

Clinical utility assessment by practicing MDs, patient privacy risk evaluation, algorithmic bias review, and medical device classification verification.

04

Lab Prototyping & Bench Testing

MEDSEK Engineering & Lab

Hardware breadboard assembly, firmware tuning, edge ML model quantization, battery stress-testing, and simulated data flow verification.

05

Hospital & PHC Clinical Pilot

Partner Hospitals & Clinicians

Institutional Ethics Committee (IEC) approved trial across target patient cohorts in rural health camps or district hospital wards.

06

Health Outcomes & Impact Evaluation

Health Data Analytics Wing

Statistical measurement of clinical sensitivity, specificity, time saved per patient, cost reduction, and clinical operator feedback.

07

HealthBoat Ecosystem Scale & Adoption

Health Boat Foundation Board

Full integration into national health workflows, open-source core release, and CSR / government deployment partnerships.

Section 14 Matrix

9-Parameter Dual-Board Evaluation Matrix

Every proposal is scored from 1 to 10 across each dimension. Scores above 35 qualify for funded lab prototyping.

1. Healthcare Need Urgency Magnitude of patient suffering or clinical inefficiency addressed by the proposal.
2. Clinical Soundness Alignment with verified clinical protocols and medical evidence.
3. Technical Feasibility Realizability of the hardware, AI models, and software architecture.
4. Technology Readiness (TRL) Current maturity level (TRL 1 concept to TRL 9 production-grade).
5. Target Population Scale Volume of lives impacted, prioritizing underserved and rural communities.
6. Privacy & Security (ABDM) Compliance with DISHA, HIPAA, and Ayushman Bharat Digital Mission guidelines.
7. Interoperability (FHIR) Readiness to exchange HL7 / FHIR R4 clinical health records seamlessly.
8. Low-Resource Affordability Cost of manufacturing, sensor replacement, and low bandwidth bandwidth consumption.
9. HealthBoat Strategic Fit Direct synergy with Health Boat Foundation emergency and primary care programs.
